Hi Rowena,
I haven't been able to reproduce this issue here where images showing up as a blur in PowerPoint report. I tested this using the Image Presentation report that is available in the Multimedia module.
There is no resolution...

I have set a maximum resolution - but when the report runs it still downloads the original tifs , rather than the '......250x250.jpg's.
